CARES, CRRSAA, HEERF Reporting Information

The following information is provided to comply with the Department of Education’s American Rescue Plan (ARP) reporting requirements.

Report date: April 10, 2022 – Final report, student portion funds are fully expended.

1. An acknowledgement that the institution signed and returned to the Department the Certification and Agreement and the assurance that the institution has used the applicable amount of funds designated under the CRRSAA and ARP (a)(1) and (a)(4) programs to provide Emergency Financial Aid Grants to Students. Purdue University Northwest signed and returned the Certification and Agreement to the Department of Education on June 10, 2021.
2. The total amount of funds that the institution will receive or has received from the Department pursuant to the institution’s Certification and Agreement for Emergency Financial Aid Grants to Students under the CRRSAA and ARP (a)(1) and (a)(4) programs. $9,714,422
3. The total amount of Emergency Financial Aid Grants distributed to students under the CRRSAA and ARP (a)(1) and (a)(4) programs as of the date of submission (i.e., as of the initial report and every calendar quarter thereafter). $3,960,061
4. The estimated total number of students at the institution that are eligible to receive Emergency Financial Aid Grants to Students under the CRRSAA and ARP (a)(1) and (a)(4) programs. 7,187
5. The total number of students who have received an Emergency Financial Aid Grant to students under the CRRSAA and ARP (a)(1) and (a)(4) programs. 2,249
6. The method(s) used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive under the CRRSAA and ARP (a)(1) and (a)(4) programs. In order to prioritize the highest need students, CRRSAA and ARP funds were made available under a tiered funding approach. Pell grant recipients were awarded $1,000. Then, any student who completed a FAFSA but was not a Pell recipient was awarded $400. Next, students who completed an application for HEERF II funds but who were not awarded are being awarded. Finally all students, including those who were awarded a direct award as stated previously, will be eligible to complete an application to self-identify their need for additional emergency funds in accordance with CRRSAA and ARP – food, course materials, housing, etc. Applications will be awarded as they are received until the remaining funds are exhausted. All students must complete a written authorization form indicating how they wanted their funds distributed, either as a credit to their tuition account or as a direct payment to them.
7. Any instructions, directions, or guidance provided by the institution to students concerning the Emergency Financial Aid Grants. Direct awards to recipients (Pell recipients and FAFSA filers) were made and students received email notification. After direct awards were made students were able to complete an electronic application under the following instructions:
   • Demographic Information – required to submit and process this application
   • Expenses – select all applicable categories with corresponding amounts for areas in which you incurred costs
   • Authorization – required to submit and process this application

CRRSAA Funding Expenses

Please answer ‘yes’ for each category if you have uncovered costs of attendance and/or emergency expenses related to the COVID-19 pandemic. If you did not have costs or expenses in the following categories, please answer ‘no’.

Based on how you answer the questions, please indicate the dollar amount of your uncovered costs of attendance and/or your emergency expenses, together with a brief explanation for housing, food, course materials, technology, health care, childcare, and other expenses incurred as a result of COVID-19 virus.

Please report all of you expenses with explanations, the maximum amount of the award will not exceed $3,000.

Report date: July 9, 2021 – Final report, student portion funds are fully expended.

1. An acknowledgement that the institution signed and returned to the Department the Certification and Agreement and the assurance that the institution has used, or intends to use, no less than 50 percent of the funds received under Section 314(a)(1) of the CRRSA Act to provide Emergency Financial Aid Grants to students. Purdue University Northwest signed and returned the Certification and Agreement to the Department of Education on March 12, 2021.
2. The total amount of funds that the institution will receive or has received from the Department pursuant to the institution’s Certification and Agreement [for] Emergency Financial Aid Grants to Students. $2,912,499
3. The total amount of Emergency Financial Aid Grants distributed to students under Section 314(a)(1) of the CRRSA Act as of the date of submission (i.e., as of the 30-day Report and this information must also be updated no later than 10 days after the end of each calendar quarter (September 30, December 31, March 31, and June 30)). $2,912,499
4. The estimated total number of students at the institution eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under Section 314(a)(1) of the CRRSA Act. 6,846

The method(s) used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive under Section 18004(a)(1) of the CARES Act. In order to prioritize the highest need students, CRRSAA funds were made available under a tiered funding approach. Pell grant recipients were awarded either $600 or $1200 based on their unmet need. Then, any student who completed a FAFSA but was not a Pell recipient was awarded $200. Finally all students, including those who were awarded a direct award as stated previously, were eligible to complete an application to self-identify their need for additional emergency funds in accordance with the CRRSAA Act – food, course materials, housing, etc. Applications were awarded as they were received until the remaining funds were exhausted. All students had to complete a written authorization form indicating how they wanted their funds distributed, either as a credit to their tuition account or as a direct payment to them.
7. Any instructions, directions, or guidance provided by the institution to students concerning the Emergency Financial Aid Grants. An email was sent to eligible students on April 16, 2021 with instructions to apply:

“Regardless of whether students have a FAFSA on file – all students who are US Citizens or eligible permanent reside residents and who are registered for the spring semester are eligible to apply for emergency funding up to $3,000. The form is available on the Financial Aid website, pnw.edu/heerf.”

An acknowledgement that the institution signed and returned to the Department the Certification and Agreement and the assurance that the institution has used, or intends to use, no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students. Purdue University Northwest signed and returned the Certification and Agreement to the Department of Education on April 20, 2020.
2. The total amount of funds that the institution will receive or has received from the Department pursuant to the institution’s Certification and Agreement [for] Emergency Financial Aid Grants to Students. $2,912,499
3. The total amount of Emergency Financial Aid Grants distributed to students under Section 18004(a)(1) of the CARES Act as of the date of submission (i.e., as of the 30-day Report and every 45 days thereafter). $2,912,499

6. The method(s) used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive under Section 18004(a)(1) of the CARES Act. Students are submitting applications requesting funding for housing, food, course materials, technology costs, health care, child care, and other expenses. Students are asked to provide an explanation for the requested funding. In order to assist as many students as possible, funding is limited to a maximum of $3,000 per application.
7. Any instructions, directions, or guidance provided by the institution to students concerning the Emergency Financial Aid Grants. An email was sent to eligible students on May 14, 2020 with instructions to apply:

“To be eligible, you must have a FAFSA on file with the Office of Financial Aid or be eligible to file a FAFSA.  Only students who are or could be eligible to participate in the federal student aid programs may receive emergency financial aid grants.  If you have not filed a FAFSA, more detailed eligibility information is outlined at the beginning of the application. To read more about eligibility and to complete the funding application, please visit the link below (a personalized link was provided).” Additionally, an application was made available on our website for those who did not file a FAFSA to be able to apply here.  The applications will remain open until funds are exhausted.
